India’s Space Policy in 2023

The Indian Space Policy 2023 has garnered significant attention due to its comprehensive approach towards boosting private sector participation and enhancing India’s position in the global space economy. 

This strategy, which was approved by the Cabinet on April 20, 2023 and then made public, lays the groundwork for numerous significant advancements in India’s space sector.

Creating a Framework for Private Sector Participation

One of the key goals of the Indian Space Policy 2023 is to create a framework that supports and enables private sector participation in space. 

While the Indian Space Research Organisation will continue to focus on advanced space technology research and development, the strategy promotes private sector participation in a variety of space activities. 

Roles and Responsibilities of Key Entities

Clear roles and responsibilities have been outlined for three key entities within the Indian Space Policy 2023. These entities are:

1. Indian Space Research Organisation (ISRO)

ISRO, as the national space agency of India, will primarily focus on technological advancements and research. It will continue to spearhead initiatives in space exploration, satellite development, and other critical areas. 

2. New Space India Limited (NSIL)

Established in 2019 under the Department of Space, NSIL plays a crucial role in commercialising the research and development work of ISRO. 

NAIL aims to provide reliable and cost-effective space services while promoting space commerce, innovation, and the transfer of space technologies to industry. 

3. Indian National Space Promotion and Authorisation Centre (IN-SPACe)

IN-SPACe, a newly founded Department of Space entity, serves as a facilitator for private firms and start-ups involved in space operations. It acts as a nodal agency, promoting and growing the Indian space ecosystem, speeding the space economy, and authorising space operations and services. 

Increasing India’s Participation in the Global Space Economy

The Indian Space Policy 2023 aims to significantly increase India’s share in the global space economy. With a target of reaching 10% (currently less than 2%), the policy outlines various strategies to achieve this ambitious goal.

India hopes to increase its footprint in space exploration, space security, space resources, and space law by promoting private sector engagement and boosting international cooperation and collaboration.

Private Sector Participation in the Commercial Recovery of Asteroids and Space Resources

Notably, the Indian Space Policy 2023 encourages private sector participation in the commercial recovery of asteroids and space resources. NGEs are permitted to possess, own, transport, use, and sell such resources under current legislation and international obligations. 

Concerns Regarding Remote Sensing and Satellite Communication

The Indian Space Policy 2023 also addresses two crucial aspects of the space industry: remote sensing and satellite communication.

Remote Sensing

The observation of the Earth’s surface and atmosphere from space for diverse reasons such as natural resource management, land use, and environmental protection is referred to as remote sensing.

Satellite Communication

Satellite communication encompasses broadcasting, telecommunication, navigation, meteorology, and disaster management. 

The Indian Space Policy 2023 defines guidelines for licensing, spectrum allocation, orbital resource management, and interference mitigation in satellite communication. 

The Indian Space Policy 2023 is anticipated to stimulate innovation, drive technological advancements, and fuel economic growth within the space sector.
